Error "Can't open file" on desktop

I have the app with synchronization on my laptop with Windows 10 and on my phone with IOS 12.4.5. Basically I use mobile app? but sometime desktop one. I haven't used the app for couple weeks on desktop and I have tried to open my budget file today and got the error. I have downloaded new version of the app, but I have got the same error.

Where is the file located?

In C:\...\Documents\Alzex Finance directory.

And also there are some files in Dropbox\Приложения\Alzex Finance\MyBudget.sync.

Does the file exist? Perhaps it has been moved or deleted.

No, file exists and is located in the same place. I think something wrong with the file.

I can share the file, but in private chat if it is possible.
