Create an automatic budget (or-and budget categories) from past transactions (income and expenses)

In a few words, is there any way of creating budget and savings from own past income and expenses account (from account report)?

If necessary, we don't wanna go to a lot of trouble to set up budget categories and savings ones, do we?
