Budget categories VS Transaction categories

Why budget categories and transaction categories are separated? Shouldn't they be the same? Because most of transaction (if not all transactions) must "land" in some predefined budget categories, so I can track expenses and see how they how together with my budget.

Of I don't understand something correctly?

Budget categories are for categorize budget entries itself, this is not the same thing as transaction categories.
