In the user's access permissions (the button with the lock at the bottom-left), add the line "Reconciliation" and uncheck "Edit." This will prevent this user from editing reconciled transactions or adding transactions before the last reconciliation date.
Use the "Access" checkbox to prevent the user from reconciling accounts.
